COMMENTARY | NEW YORK — Are the bad old times here again in New York City? As Mayor Michael Bloomberg used his State of the City address on Wednesday to set the stage for pension reform and spending cuts, it is apparent that New Yorkers, along with most of the rest of the nation, will need to face some difficult choices in the years ahead.
